It can be created by combining 60 Blueprint Fragments. 5 Blueprint Pages can then be combined to create a Blueprint Book (which in turn can be used to create a Blueprint Library). The Blueprint Page, when redeemed, provides uncommon item blueprints. Blueprint Page is no longer in the game after the update of July 7th.
